Sericulture movement a must in the state
ITANAGAR, Nov 10: Secretary Handloom and Handicrafts, Dr. S S Ghonkrokta has called
for a sericulture movement in Arunachal Pradesh. Ghonkrokta was addressing on the
occasion of the launch of North East Region Textile Promotion Scheme (NERTPS) for
the development of sericulture here at Donyi-
Envisioning that Sericulture has the potential to become a major economic activity in the state, he exhorted the officers including district officers and field functionaries of the department to act as catalyst to bring in a Sericulture movement in the state. The success story of Bodoland Territorial Council (BTC) in becoming a major producer of sericulture should motivate us to replicate the same in our state, he said. He asked them to take up with their respective Deputy Commissioners and take steps to adopt villages and encourage farmers to promote more plantations under Sericulture while also adding that “we will be able to create a Sericulture movement like Ranchi, Jharkhand and Bangalore.”
Calling for beginning with small steps towards achieving the target, Ghonkrokta said “Make the beginning with a village.”
“Create a brand of Arunachalee Silk” he said, while underlining the need to create our own brand name by moving beyond cocoon production and exploring the avenue of manufacturing of silk reared from the cocoon produced.
The secretary said NERTPS is a demonstrative scheme, so that farmers are encouraged to take up Sericulture as a sustainable income generating or remunerative activity. The workshop will enlighten on techniques to boost sericulture production in the state. He further asked all the stakeholders in the mission to give their best towards the common goal of sericulture development in the state. Ghonkrokta also laid stress on innovation in designs and techniques of textiles and handloom products in tune with changing times and market demands. “We also need to boost production and at the same time maintain quality” he said while asking the officers and field functionaries too play a vital role as catalyst and facilitators.
Earlier, Joint Secretary, RO, Central Silk Board, Guwahati, Sarat Deori, speaking on the objective and background of Integrated Sericulture Development Project under NERTPS and Catalytic Development programme (CDP) for XII Plan informed that Catalytic Development Programme (CDP) which was launched during XII Plan has been carried forward in XII Plan with certain modifications and additional components. Dibang boat mishap: NHPC breaks silence

ROING, Nov 10: With one of the three missing employees of the NHPC still not recovered from the Dibang River, the officials of the company have finally broken their silence over the matter. Speaking to the GM NHPC VK Maini, it has been confirmed that the now deceased employees, along with two other labourers of the company were returning from Dibang Dam site after carrying out inspection of the road from Nizam Ghat to Dam site, and inspection of the drifts on both sides of the river as some investigation work was to be undertaken during this working season at the site, when the private boat in which they were crossing the Dibang river capsized on November 1 last.
The two boatmen and the two labourers were able to swim to safety, but unfortunately, the Junior Engineer and the two contract employees were washed away by the river's currents.
Immediately after receiving information about the mishap, search and rescue teams comprising of NHPC officials and workers were deployed towards both the directions of the river, upstream and downstream. Lower Dibang Valley district authorities and police authorities of both Roing and Dambuk were also immediately informed, who along with the State Disaster Management officials and locals, extended their help in the search operations. Through efforts of NHPC executive director Itanagar, the Pawan Hans service was also included in the operation.
One body was spotted by the chopper on the next day of the accident which was recovered with the help of ITBP swimmers. This body was identified to be that of one of the contract employees, John Wungmaiwo. After completing all required formalities, the body was handed over to the family and the last rites were performed on November 4, in the presence of NHPC officials. The NDRF also joined the rigorous search for the two other missing people from November 5 and concluded their search on November 7 without any success.
As reported earlier, a second body, identified as that of the junior engineer (civil) of NHPC, Binod Kumar Gupta, was found by some local fishermen on November 7.
"As per the reward announced for any information leading to the missing employees, we have handed over a cash amount of Rs 10000 to the finders today", said Maini. The body has been handed over to the family after the legal formalities and the last rites were performed on November 8 in the presence of NHPC officials.
The search is still on for the third missing person, Madan Gurung. Search teams of NHPC are still being deployed and, all fishermen as well as local people from Nizam Ghat to Amarpur Ghat have been sounded to be on the lookout for any floating objects/bodies. NHPC is trying to arrange another sortie of Army helicopter to locate and retrieve Gurung.
As a mark of respect to the deceased men, the employees of NHPC, Dibang Multipurpose Project have arranged to provide a financial assistance of Rs.50,000 each to the families of both the contract employees, through their personal contributions. The company has also ensured alternate job offer within the same contract to any employable person from the affected families. The top management of NHPC has been reportedly apprised of the situation and is constantly monitoring search/logistics operations. One official from the NHPC head office was deputed to Dibang Multipurpose Project to assist in the matter.
GM Maini said that the whole NHPC family extends its gratitude towards the district and state administration, DSP headquarters Habung Hailyang and his team, OC Dambuk O Darin and his team, ITBP, NDRF, Pawan Hans service, senior officials of NHPC at regional office Itanagar and corporate office, and people of Roing and Dambuk, for providing valuable advice, assistance and support in this endeavour.
Meanwhile, hopes are still on for finding the third missing person.

“We have submitted a memorandum to External Affairs Minister Sushma Swaraj for conferment of Bharat Ratna to His Holiness or Gandhi Peace Prize in case Bharat Ratna cannot be conferred to the ‘Ocean of Knowledge’ due to some norms and conditions, and we are really optimistic about it”, he said.
“The independence of Tibet is also vital from the Defence point of view for India as it faces continuous threat from the Peoples Republic of China”, he added. “If Tibet attains freedom and the Dalai Lama takes over its reigns, India will be threat free from the North”.
Finally, he urged the public to raise their voice, create awareness and shoulder their responsibility for Tibet’s Independence quoting that little drop of water forms the mighty ocean.

Timely help contains inferno, no casualties

TAWANG, Nov 10: A fire accident took place at one of the SIB quarters today, located at about 200 meters away from the office of the Supt. of Police here in Tawang. However there were no casualties and the cause of the fire is yet to be ascertained. Timely and immediate help by the police and SSB personnel and EPS group (NGO) contained the fire from engulfing the house.
No fire tenders were at the spot even after an hour of reporting the mishap. A drinking water tank belonging to the paramilitary force was at sight which efficiently helped in containing the fire from spreading further. The fire was initially controlled by breaking a water pipeline connecting the residence.

NHPC donates ambulance to ASH

BRO Labourers Union submits memo to DG
ITANAGAR, Nov 10: The BRO Labourers Union has sought implementation of labour laws and other related policies of GoI.
In its memorandum submitted to its director general, it claimed that the working conditions of casual paid labourers under BRO are not covered under Labour laws which has adverse effects on the work spirit of the labours deployed in the difficult terrain.
Its other demands include abolition of double absent system and grant of 10 days casual leave, implementation of central minimum wages, creation of post of multi tasting service, request for abolition of 6 monthly recruitment system, grant of National and state holidays, introduction of moral boosting measures, introduction of social security schemes, provision of education for the children of BRO labours, provision of adequate medical facilities, construction of permanent worker’s camp, provision of transit camp for labours, provide roof top vehicles and complete ban on execution of works on contract basis.

TCSU writes to DC Papum Pare
ITANAGAR, Nov 10: The Toru Circle Students’ Union (TCSU) has sought intervention of DC Papum Pare claiming that the people of Pith village under Lower Subansiri district are trying to construct an approach road from Pith Nalah Iron Bridge point to Charling Pungmin on self help basis without getting any approval from the concern authority.
In its letter, it warned of democratic movement against the DC Papum Pare if it failed to take action against the violators within one month.

Streamline the recruitment process

I am a regular reader of your daily. Your paper has become a medium through which youths of AP have found a way to share their problems with the hope of reforming the Arunachal society. I was shocked to read the other day about 100 marks being given for written exam of 3 hours and 250 marks for interview (viva voice exam) of 10 minutes for the recruitment of Full Time/Part Time Teachers, Warden and Accountant conducted by DDSE West Siang.
UPSC allocates 400 marks for preliminary written test, 1750 marks for mains written test and 275 marks for viva which is also called personality test to select best of the candidates for the top jobs under GOI. If education department lacks any proper model to follow for its recruitment process, they can visit website of UPSC or any other standardized institutions of GOI. They can adopt some features and formulate their own recruitment process to select the best suitable candidates. The secretary education, govt. of Arunachal should have identified such gross illogic of allocating 250 marks for interview against 100 marks for written exam. If this system of examination was indeed permitted by the secretary education, through this paper I would like to request him to explain the logic and reason for laying out such faulty recruit process. I am of the view that allocating higher marks for viva voice than that of written exam increase the chance for partially and corruption. I would also use this incident to request the recruiting bodies of all other departments of AP to avoid indulging in such systematic and legalized destruction of recruitment processes.

Time to socially boycott the corruption
Dear Editor,
Every year central government provides huge fund in the form of grant or funding to all the states and the union territories for the developmental activities. Accordingly many states and union territories have achieved a high level of growth and development through economic and judicious utilization of the funds and grants. However, some states and union territories still remain under developed despite huge monetary support from the central government. Lack of quality developmental activities are due to the corrupt system prevailing in the society. So, if we really desire for the all round development, then it is high time to socially boycott the corruption before it is too late.
A corrupt system will obviously yield a corrupted society and it will go on multiplying till it destroys the society. Corruption begins with the bribery and bribery is a crime. So, if a person is bribing someone for the work to be done then that person is committing a crime. Corruption only leads to creation of huge personal assets and properties rather than creating good roads, hospitals, schools etc. Say, if there has been no corruption in the society, the differences between have and haves not would have been very meager. There would have been good roads, schools, hospitals, quality assets and manpower.
However, if we ponder deeply about the corrupt system, we are also responsible for it. Even for our children’s education our first preference usually goes to an engineering course. Not only that, if a person is an engineer by profession or is occupying a higher position, our expectation becomes very high. We go on demanding high contribution or donation irrespective of his/her income ceiling. We give more respect and importance to that person who can contribute more bucks. Not only that, we even praise those person who can accumulates huge bucks and properties in a very short span of time and look down that person who cannot accumulates big assets even though they are sitting in a higher position.
If we look back at our olden day’s bribery, corruption and nepotism were alien words in those days. People were so generous to each other and even developmental activities were undertaken jointly by the villagers. Every festive occasion was celebrated with the joint effort of all sections of the society. Differences between rich and poor were almost nil. But with the passage of time, gradually the materialistic world dominated our beautiful, happy and joyful traditional society. Now, everybody is running after money and in the midst we lost our beautiful traditional character. In search of money we take the help of bribery system and thereby doing crime in the society.
So, to bring real and quality developmental activities in the society, let us take an oath that we shall not involve in corruption practices and will not allow anybody to do corruption. Let us join together and socially boycott the corruption to build a beautiful, vibrant and developed society. Together we can root out the corruption from our society and build a beautiful and happy society.

Daporijo deserves better banking service

Through your esteemed daily, I would like to draw the kind attention towards poor
Banking services Vis-
Neither the internet facilities works well nor banking facilities can cater to the needs of the people. Day by day the growing number of consumers are demanding more and more banking facilities. For daily business transaction, for meeting urgent demands, for the students studying outside the state, for those undergoing medical treatment and for all other banking facilities, the SBI Daporijo has failed miserably in fulfilling this growing need.
These days’ military forces are establishing their bases in huge number at Daporijo town. They also need fast and easy access to banking service. They are dependent only on the banking services for any monetary transaction in absence of other sources.
The lone SBI ATM is in coma for quite long time. Why no prompt repair work has been carried out so far? Why there is no expansion of ATMs across Daporijo? At least three to four ATM booths are required to cover up the growing demand of the banking services in Daporijo. Even it works sporadically, it is not sufficient for the huge population.
Therefore, I would like to appeal the concern authority to look into the matter of banking services in Daporijo seriously. I also request the SBI authorities to expand SBI Daporijo branch to accommodate the needs of the customer. Further, I would like the authority to install few more ATM Booths at Daporijo. At least one at Gandhi Market and one at New Market in addition to the existing lone ATM booth at SBI Branch office for the convenience of the customers.

Time for introspection
Itanagar Police yesterday arrested two persons for demanding huge ransom from the Executive Engineer of a central government organization by threatening with dire consequences since November 3 last. The police team led by Itanagar police had laid trap in the engineer’s residence after which the duo was caught. A case (No. 288/14 u/s 387/34 read with section 25/27 Arms Act) has been registered and investigation launched. Nevertheless Itanagar police should ensure that the complainant engineer is protected and not allowed to be further intimidated by the family members or associates of the alleged accused. The swift action initiated by police deserves round of appreciation.
However, this is one rare case where an officer exhibited courage to stand up against the criminals. Most of the time such incident goes unreported as victim often silently pays money and settle the matter without informing the police. Citizens often blame police for the increase in crime rate. But we tend to forget that without our help, police will not be able to fight against the criminals. Also as per the police report, the two arrested youths are in their early 20s. Off late, it is being seen that increasingly large number of indigenous youths are entering into crime world. The Arunachalee society as a whole should take note of this trend. Time has come to introspect and try find out where things are going wrong.
